Why is Bruce Foxton (mod, The Jam) only ranked 30th best lead bass player of all time?

I know they were not cool,  as not really punk or new wave.  Kinks,  Who, Small Faces were out of favor in ’78.  But he was also really accomplished at playing Motown soul.  Paul Weller could actually play lead and rythym  on his Schecter at same time, but the bass ties it all together in a 3-piece.
